Mike doesn’t let Chuck drive because the last time he did, Chuck crashed. Mutt was totaled and Chuck got a pretty impressive concussion and had to stay in bed for a few days.
Mike actually grew up with Kane. Kane was his father figure. Accept it wasn’t really Kane. Any time Mike was with Kane, which was not a lot, it was a hologram.
Mike found out that Kane was never there when Kane showed him his idea for Detroit Deluxe. He was originally gonna join him but when he tried to shake his hand it went through the hologram. He had an epiphany and realized the Kane was never there for him and the stuff he did was bad.
Mike’s whole life was based on making Kane happy. So he never really thought about the stuff he did for Kane. As long as Kane was happy he was happy.
When he realized that Kane was basically a big lie it crushed him. He tells people he left Deluxe because of the things Kane does. However the biggest reason for Mike to leave is because he was hurt by Kane.
Chuck isn’t from Motorcity. We already know Julie isn’t and there is some speculation about Mike, since he used to work for Kane, but it’s obvious Chuck is different from the rest of the team. He seems like he hasn’t been around cars as long as everyone else.
I suspect that Chuck was raised in Deluxe and lived a very sheltered life. His parents were probably overprotective, possibly because Chuck was their first (or only) child, or maybe because they lost one. All of the doting and sheltering could have made any fears or anxieties worse. I don’t know how he ended up in Motorcity, but the way he was raised made it difficult for him to adjust to the fast and furious lifestyle.
Detroit isn’t the only city controlled by a corporate mogul, at least not in the United States.
When the economy fell beyond the point of no return, the states themselves started auctioning off their larger cities to large wealthy corporations in the hope that they would be able to take care of them and their people.
Some corporations, like KaneCo, have changed the appearance and daily lives of their cities and citizens while others left them as is and are merely working on restoring them. Depending on who owns the city depends on what will be done.
